Hans Boon is an international expert in postal sector transformation, financial inclusion and digital infrastructure, with more than 35 years of experience across over 80 countries. He advises governments, postal operators, central banks and international development institutions on transforming postal networks into sustainable, multi-service platforms for e-commerce, logistics, financial services and digital access. His work spans postal and retail network modernisation, business model transformation, agency banking and payment systems, digital public infrastructure, and the development of new revenue and partnership models. He has led and advised major postal transformation programmes across Africa, Asia, Europe and other emerging markets. Hans has worked extensively with the World Bank Group, IFAD, UNCDF, CGAP and the Universal Postal Union. Formerly a Vice President at ING and senior executive with Netherlands Postbank, he is Managing Director of PostFinance International Development B.V.
