As an OOH network becomes denser, the remaining coverage gaps are often the hardest to solve. Outdoor space may be unavailable because of planning restrictions, landlord requirements, protected city-centre architecture or a simple lack of suitable frontage. At the same time, former kiosks, small stores and service units are becoming available in locations where customers already live, work and travel.

Installing a conventional outdoor-grade locker inside such a unit means paying for weather resistance, exterior lighting and other features that the location does not require.
